<p>During the evaluation of the traffic operations, it was determined that 70% of the peak period traffic uses one or more the adjacent four interchanges. Therefore, to address the local and through movements, separate roadways were developed. Each direction will carry six lanes, described above. The innermost HOV lane will not open until adjacent systems are in place. Shoulder or offsets on either side allow for refuge for incident management and allowance for travel in the direction, if one set of lanes is closed.</p>
