Job Descriptions for the Woodrow Wilson Project's Environmental Management Team
Title: Environmental Manager
The Environmental Manager is responsible for leading the Environmental Management Team to success in four key areas:
- Obtaining and maintaining all Project permits and fulfilling environmental documentation requirements.
- Ensuring 25+ major construction contracts are designed to a high degree of environmental sensitivity.
- Ensuring permit compliance for over $1 Billion in heavy construction in fragile environments.
- Ensuring the successful implementation and monitoring of the highly technical $55 Million environmental mitigation program.
Title: Environmental Permit Manager
The Environmental Permit Manager handles all permit applications, renewals, and modifications and ensures that all current permits are in order and can be quickly referenced. Other tasks associated with the Environmental Permit Manager include:
- Permit tracking to ensure various contracts are in compliance throughout the construction process.
- Agency coordination to maintain open lines of communication.
- Preparation of Environmental Inspection reports to inform agencies of the construction process and adherence to daily monitoring requirements.
Title: Environmental Inspector
The Environmental Inspector monitors construction activity to ensure federal and state permit compliance in Maryland , Virginia , and the District of Columbia through oversight and collaboration of contractors and Project personnel. This position demands a mix of construction management and environmental science knowledge. In addition to these responsibilities, the environmental inspector contributes to the Environmental Management Team by developing swift and innovative solutions to unanticipated environmental issues which develop during construction.
Title: Environmental Scientist
Environmental scientists on the Project provide support for wetlands and aquatic mitigation, reforestation mitigation, bald eagle biological assessment, cultural resources, water quality testing, and database maintenance. Other responsibilities include:
- Environmental data collection
- Production of monitoring reports
- Quality control
Title: Environmental Mitigation Manager
The Environmental Mitigation Manager (EMM) manages all aspects of the environmental mitigation contracts associated with the Woodrow Wilson Bridge Project (Project). Mitigation contracts are included in the Project to offset environmental impacts associated with roadway and bridge construction. Mitigation contracts for the Woodrow Wilson Bridge Project include reforestation, wetland creation, stream restoration, stream and shoreline stabilization and river grass planting. EMM duties included the following:
- Mitigation site selection
- Performing technical studies to determine the suitability of mitigation sites
- Developing conceptual mitigation plans
- Coordinating with the environmental regulatory agencies to solicit approvals for the mitigation sites
- Reviewing detailed mitigation design plans from section design consultants
- Preparing contract documents for bid advertisement
- Reviewing bid tabulations from contractors
- Coordinating change orders and revisions with the designer, contractors and the project team
- Coordinating contractor negotiations and issue resolution
- Managing the field personnel associated with each contract
- Facilitating permit modifications and approvals of as-built plans
- Reviewing mitigation monitoring reports
